At least I think that is what is going on. I tried changing vray render settings but they had no effect.

I've attached an example

I'm sure there is an easy solution, but I am very new to maya and vray in general so please forgive me.

EDIT: I ended up manually adjusting the background image in photoshop and it looks better.

I do not have any first-hand experience with 3dsMAX, but you should double-check your color management settings. The background is a plain JPG, and it's supposed to either get the sRGB space assigned, or treated with an .4545 gamma.

You could also try tweaking the setup settings in sIBL_GUI. There should be a property called "Linear Workflow", which actually precedes MAX's own color management. If you have your MAX configured right, and it normally works just fine, then you should keep this tag off (I believe).
